GetListSQL Hash Values

This structure is returned by ars_GetListSQL. 

{
 "numMatches"   => integer,
 "rows"         => reference to an arrach of array references
}
rows is a two dimension set of arrays: 
{rows}--->{col1}--->{col2}--->{col3}--->{colN}

         {entry1}  {entry1}  {entry1}  {entry1}
            |         |         |         |
