ars_NTInitializationClient()

This function should be called before connecting to the NT system (ntclientd) in ARS2.x. It will initialize the environment.
On success
1 (True)
On failure
0 (False)

Example: 

	ars_NTInitializationClient() || 
		die "couldn't initialize NT environment: $ars_errstr";
